6. Where an OV has been nominated to certify TRACES germplasm ITAHCs and a perceived conflict of interest exists, CITC will issue a Conflict of Interest Declaration form (ET70) to the OV.

7. The OV must complete the form (ET70) and return it to CITC.

8. CITC will assess the completed form (ET70) and issue either a:

  • Conflict of Interest Approval letter (ET71) confirming the OV is permitted to certify TRACES germplasm ITAHCs directly or
  • Conflict of Interest Rejection letter (ET72) informing the OV that a perceived conflict of interest exists and they will need to continue to use TRACES germplasm pre-certificate ITAHCs.

9. If a perceived conflict of interest does exist with the nominated OV, the exporter will have to nominate an additional independent OV on export panel 1(n) who will be able to certify a TRACES germplasm ITAHC based on completion of the pre-certificate ITAHC.

10. An Authorised Veterinary Surgeon (AVS) who also holds an OV appointment to export panel 1(n), and who has no conflict of interest, can directly certify a TRACES germplasm ITAHC.
